What The Market Priced

The move landed on top of a sector that had already been punished: Bitcoin was still down about 24% year to date, Coinbase about 21%, and Circle about 11% before the rally. That matters because a sharp reaction off a weak base can look more like position adjustment than fresh conviction, especially in a market where there were few obvious catalysts besides regulatory headlines. The price action was real, broad, and fast; it was also exactly the kind of move that can be amplified by short-covering and sentiment exhaustion when traders think a legislative surprise might finally arrive.

That is why the key question is not whether the Bessent comment moved prices. It did. The harder question is whether the market was repricing a genuine path to passage, or merely reacting to a headline that felt more important than the legislative record behind it.

Why The Senate Still Matters

Prediction markets never really bought the idea that the bill was on the verge of clearing Congress. Polymarket had cut CLARITY Act passage odds to a record-low 32% on July 17, then lifted them only to 37% by July 21, which is still a low-confidence reading even after the Bessent bump.
